Inconvenient Convenience

From the loo door in a garden centre.  Not only is this loo out of order, it seems like it's doubly out of order.  Why use when one sign when you can use two.  

Maybe the lower sign is in some way of recognition of the spelling mistake in the top sign of convenience missing the "V".

There's also something magical about the apology for the inconvenience of this convenience being out of action.....
